Absinthe "JR" Water Fountain top?

Scored an antique Absinthe "JR" four tap Water Fountain at an estate sale, however it was missing the metal top to the fountain and I haven't been able to locate a replacement. The fountain I have was manufactured between 1910 and 1930, from the information I've found thus far.

Also what type of metal is the silver base stand? I want to bring it back to its original bright luster but don't want to damage it. The brass taps are polishing up nicely.

Managed to get the asbestos cloth filter material out of the inside strainer and wondered what people used to replace it? A paper coffee filter? No filter at all?
